These actions range from monitoring and assessing the city's vulnerabilities to strengthening the resilience of urban infrastructures. The aim is to ensure that Lisbon is able to minimize the impacts of an earthquake or other natural event, promoting the safety of the population and the resilience of buildings.
The Lisbon Municipal Civil Protection Service has played a central role in mitigating the risks associated with seismic phenomena, focusing on a preventive policy that includes constant monitoring, public awareness and drills.
In collaboration with various entities, Civil Protection has implemented strategies aimed at reducing the city's vulnerability, guaranteeing an effective response in the event of an emergency and promoting greater community resilience.
The ReSist programme, an integral part of Lisbon City Council's strategy, includes 47 actions and focuses on standardizing technical standards, assessing the vulnerability of buildings and infrastructures, and implementing structural reinforcement works. It also focuses on raising awareness and developing information management systems, with the aim of improving knowledge sharing and the effectiveness of municipal interventions.
In terms of flood prevention, the General Drainage Plan, which is currently being implemented, provides for the construction of two large drainage tunnels to transfer basins. Its main objective is to divert excessive flows - up to a recurrence time of 100 years - while mitigating the social, economic and environmental impacts of flooding.
