New Vale de Sto. António will redevelop 480,000 m2 of land
The proposal, approved at today's meeting of the municipal executive, to be developed "over a 12-year time horizon", aims to "reconvert a degraded and obsolete territory, in terms of buildings, infrastructures, equipment, green spaces and urban public spaces".
The systematic ORU, according to the proposal signed by Vasco Moreira Rato, the town planning councillor, "ensures an integrated urban regeneration intervention", based on seven points:
- acohesive community structure, with housing, commerce, services and a comprehensive network of facilities;
- daily life based on proximity, reducing distances to daily activities, relieving pressure on public transport and private vehicles;
- mobility based on pedestrianization;
- anurban park that aggregates and differentiates, inducing greater social and environmental value;
- identity as a referencing agent, enhancing pre-existences and values deriving from the orography;
- intelligibility, with a view to adopting a global image and identity for the intervention;
- safe design, safeguarding spatial quality, public safety and health and safety principles.
The intervention area: around 480,000m2, covers the parishes of Penha de França and São Vicente, 94% of which is municipal property, 4% state-owned and 2% privately owned.
After a period of public discussion, between September 29 and October 24, 2025, and a favorable opinion from the Institute of Housing and Urban Rehabilitation (IHRU), the proposal for the Urban Rehabilitation of the Santo António Valley will now be submitted to the Lisbon Municipal Assembly.
