Lisbon has a new Education Charter
Among the main objectives of the new CE, said today the Councillor for Education, Rodrigo Mello Gonçalves, are the reorganization of the school network, the development of schools of excellence, the promotion of school success, the encouragement of specialized artistic education and the expansion of the supply of places in the public school network.
The intervention proposal, added the councillor, during the presentation to the municipal executive, includes upgrading the school park and new buildings, promoting quality and educational and training success. Encouraging vocational and artistic education is another CML commitment, namely with a new arts center in Marvila, investment in the E.S. Marquês de Pombal for "reference vocational education", and vocational secondary education at the E.B. Manuel da Maia.
In the short term, the councillor added, refurbishment work is underway or about to begin in 10 schools. In the medium and long term, CML is aiming for 12 new schools and 20 refurbishments over five years; 5 new schools and 21 refurbishments over 10 years; 10 new schools and 8 refurbishments over 15 years.
The EC is the main planning and strategic planning instrument for schools at municipal level, serving to ensure that the network (from pre-school to secondary school) is appropriate to the needs of the population, optimizing educational resources. It provides for the "prioritization of new schools and interventions in existing schools" taking into account seismic vulnerability, state of conservation, school occupancy and the maturity of intervention projects.
The document received a favorable opinion from the Ministry of Education, Science and Innovation, highlighting the "planning strategy for different time horizons, with proposals for redevelopment and/or physical intervention in the school park and network".
The measures, according to the government's opinion, promote "options for resizing the educational network that aim to stimulate and enhance sequentiality between pre-school education, the different cycles of basic education and secondary education".
The monitoring system was considered "adequate, guaranteeing that all the dynamics proposed in the Educational Charter will be subject to continuous monitoring".
The city's school network includes 388 schools (139 public and 249 private), with around 59,000 students in the private network and 55,000 in the public network in the 2023/2024 school year.
