Lisbon reinforces support for homeless people
"We look with an integrated and humane vision at the work we consider fundamental in responding to the multiple needs of people experiencing homelessness. It's a daily challenge to seek more and better answers in this area. At the same time, we don't forget to support the most disadvantaged and we continue to strengthen our social network in cooperation with entities that know the reality of Lisbon well," said the Mayor of Lisbon, Carlos Moedas.
To ensure the continuity of the Housing First project, the municipality today approved support of 383,250 euros to cover the project's running costs for 12 months. The program contract with the Association for Psychosocial Study and Integration ensures at least 50 homes for homeless people, especially those with mental health problems.
The municipality also approved the allocation of 320,944.56 euros in 2026 to the VITAE association, which is responsible for the Beato Temporary Accommodation Center, with 271 vacancies.
For the Municipal Emergency Accommodation Center - Military Maintenance, the council will renew its support for the Crescer na Maior association, ensuring that it operates 24 hours a day, with five meals a day for the 128 users. The funding of 181,632 euros is valid from October 2025 to June 2026.
Another proposal, approved today by the municipal executive, provides for the opening of applications for the "Integrative Unit" project, which houses 40 people at Quinta do Lavrado. The associated financial support is 306,600 euros, guaranteeing the continuity of technical and psychosocial support.
The approved proposals are part of the Municipal Plan for Homeless People 2024-2030.
The municipality of Lisbon supports and finances four technical street teams, which intervene with the homeless population throughout the city: Associação Vida Autónoma; Comunidade Vida e Paz; Crescer na Maior - Associação de Intervenção Comunitária; VITAE - Associação de Solidariedade e Desenvolvimento Internacional. Support extends to the Médicos do Mundo Association, which provides basic health care and carries out screenings for people in this situation.
