Regulation for Non-Housing Spaces in Municipal Neighborhoods moves forward

The City Council has approved the draft Regulations for the Allocation and Management of Non-Housing Spaces in Lisbon's Municipal Neighborhoods. The proposal, approved on July 19, aims to speed up, simplify and streamline tenders and allocations for the more than 1,000 Non-Housing Spaces (ENH) owned by Lisbon City Council (CML).


In recent years, CML has tested specific allocation programs: Loja no Bairro, O Bairro Com vida, Loja para Todos and the Horta Nova Pilot Project. In order to "enhance and give continuity to the positive aspects" of the previous models, the aim of this draft regulation is to "clearly and transparently regulate the allocation and management of ENH, in a way that best serves the interests of residents and the public interest in general".

After the public consultation period, this draft regulation was created, which seeks to bring together scattered documentation, harmonize with the legislation in force, speed up, simplify and streamline tenders and allocations and allow candidates to know the requirements, the stages of the procedure and the allocation criteria, explains the proposal signed by councillor Filipa Roseta.

In May of this year, resolution 217/CM/2024 had approved submitting the draft ENH regulations to public consultation. The proposal is now up for discussion in the Municipal Assembly.
