This is a program to allocate non-housing spaces located in the Municipal Neighborhoods of the Municipality of Lisbon.
for the development of non-profit activities - in the social, cultural, sporting, recreational or other areas considered to be of municipal public interest - that promote support for the community in general and vulnerable groups in particular, favor the participation and involvement of the local population and, in this way, contribute to socio-territorial cohesion.
It consists of a pool of 11 Non-Housing Spaces, which the Municipality of Lisbon makes available to interested parties and to which they can apply, in accordance with the rules of the Regulation for the Allocation and Management of Non-Housing Spaces in Municipal Neighborhoods of the Municipality of Lisbon.

The allocation of each space is made through a competitive ranking process.

Evaluation of applications
Evaluation of compliant applications based on the criteria defined in Article 12 of the RAGENHBM, after which the jury draws up the Preliminary Evaluation Report. This report is sent by email to all applicants and published on the omeubairro.cm-lisboa.pt website.
Stakeholder hearing
A period of 10 working days for candidates (who wish to do so) to comment in writing on the Preliminary Assessment Report.
Final Evaluation Report
Notification of the candidates of the Final Evaluation Report, which includes the analysis of any complaints made at the Hearing of Interested Parties and the Final Ranking List. This report is sent by email to all candidates and published on the omeubairro.cm-lisboa.pt website.
Signing of Municipal Space Transfer Protocols (PCEM)
Signing of the Assignment Agreements, on a date to be communicated by email to the first-placed candidates for each of the spaces to be assigned.

Checking applications for conformity
Notification by email in the event of missing documentation (or the need for clarification), with candidates responding within five working days.
Applications
Applications are open between 15:00 on July 15 and 15:00 on September 5, 2025.
To submit your application and be admitted to the Classification Competition, you must follow these steps:
1.º Access the My Neighborhood Platform;
2.º Fill in the Registration Form;
3.º Submit the application, in which you indicate the space you are applying for, the activity you intend to develop and submit the documentation provided for in point V of the Opening Notice
The entire administrative procedure for this tender takes place through the My Neighborhood Platform, through which all the documents requested by the services are submitted and all the notifications inherent to the tender are made.
Visits to the spaces
The Non-Housing Spaces included in this competition can be visited on the following dates and at the following times:
- Dates: July 9 and 10, 2025
- Times:
- from 10:00 to 12:00
- from 14:00 to 16:00
The visit does not need to be scheduled in advance, but must be carried out according to the timetable previously defined for each space, in accordance with the timetable set out in Annex 1 to the Call for Entries.
