15.7 M€ investment to upgrade Padre Cruz neighborhood

With the redevelopment of the masonry area of Bairro Padre Cruz, and the construction of 98 homes, infrastructure and outdoor spaces, Lisbon "increases the supply of affordable municipal housing".


According to the proposal unanimously approved today by the municipal executive, Lisbon City Council intends to "increase the supply of municipal housing units at affordable prices", making it a priority to continue developing the housing programs in force.

As part of the urban rehabilitation of the masonry area of this Carnide neighbourhood, the construction of new buildings is underway, as well as the building and urbanization infrastructures and the surrounding public space, which "aim to rehouse the residents affected by this process", explains the proposal.

The project, for plots 5 to 10, provides for the construction of 98 dwellings, infrastructure and outdoor spaces for common use, at a cost of 15,793,666.42 euros.

In April 2025, the alteration to the municipal allotment in Bairro Padre Cruz made it possible to increase the number of plots for housing and commerce from 17 to 20.

The decision was "taken by GABIP-BPC (Support Office for Priority Intervention Neighborhoods in the Padre Cruz Neighborhood), in co-governance with the Padre Cruz Neighborhood Association, Carnide Parish Council, Gebalis and the Housing and Local Development department, among other local entities."

According to data from Gebalis, Lisbon's neighborhood management company, the neighborhood has 1,420 municipal houses and an estimated population of 6,084 people.
