A thousand free parking spaces in Lisbon with Navegante

As of today, the Navegante pass allows you to park for free between 7.30am and 9pm in the EMEL car parks at Ameixoeira, Avenida de Pádua and Colégio Militar. In September, two more Navegante parks will be opened for residents of Lumiar and Santa Clara.


You can access all the parks with the same Navegante card, all you have to do is validate the pass when you first use each park.

The parks are accessible to all Navegante holders, until the number of reserved parking spaces is reached: Colégio militar - 415 spaces; Avenida de Pádua - 248 spaces; Ameixoeira - 280 spaces.

At the inauguration of the Colégio Militar Navegante park, the mayor of Lisbon (CML) announced the creation of two more parks in September, exclusively for residents of the parishes of Lumiar and Santa Clara: Telheiras Poente - 155 spaces; Telheiras nascente - 106 spaces.

In Lisbon, "more than 360,000 cars enter every day", he said, and the city needs to increase the capacity of its parking lots. In Ameixoeira, "which is underused, we can take these parks and continue not only to build new parks, but to make it possible for people to leave their cars here and switch to public transport".

"And that's what we want, for people to leave their cars at the gates of Lisbon," added Carlos Moedas.

In 2025, CML will inaugurate two more Navegante parks: Azinhaga da Cidade - 165 spaces (exclusively for Lumiar residents); Pontinha Sul - 387 spaces.

All in all, says Empresa de Mobilidade e Estacionamento de Lisboa, by next year Lisbon will have seven parks and nearly 1,900 spaces available free of charge to Navegante pass holders.
