Asset recovery increases the number of keys handed over
Between 2022 and 2025, Lisbon City Council and Gebalis rehabilitated around 1,700 homes, part of the more than 3,000 houses handed over by the municipality during this period.
When municipal housing becomes vacant, a technical process begins to prepare the house for a new cycle.
After a detailed diagnosis of the condition of the home, the teams proceed with the rehabilitation, which can range from simple repairs and painting to more in-depth interventions in the infrastructure, ensuring that each new allocation of keys corresponds to a home in good living conditions.
These "concrete solutions", says CML president Carlos Moedas, are aimed at combating the shortage of housing in the city and the sharp rise in rents, especially in the last decade, with rents "rising 64% in Lisbon, while incomes grew 22%", he stressed.
At the beginning of the year, the capital was chosen for the formal presentation of the first European Affordable Housing Plan. The choice of Lisbon took into account the "high public investment" in housing and the "positive execution" of the PRR funds, which has already exceeded 75%" in an investment of more than 560 M€.
