Lisbon wants "simple and predictable" urban planning rules

Good urban regulation must have "simple and clear rules, adjusted to the level of risk of each situation", said Vasco Moreira Rato. The Councillor for Urban Planning and Housing was speaking on the panel dedicated to "New urban licensing rules and the impact on the construction and real estate sector", as part of the 13th Lisbon Urban Rehabilitation Week.


Good urban planning regulation must have two characteristics: predictability, with simple and clear rules, and proportionality, adjusting the rules to the level of risk in each situation, said Vasco Moreira Rato. The aim, he explained, "is to simplify urban planning processes, stabilize rules and restore confidence".

In a panel dedicated to the theme "The vision of municipalities in urban licensing", the Councillor for Urbanism and Housing defended collaboration between public and private entities and the government, along with innovation and new solutions to face the current challenges in Housing at national and international level.

We are living in "an exceptional moment", he stressed, without "pre-defined solutions. It needs innovation and it needs everyone, and that's what I invite you to do with Lisbon City Council," he added.

In Lisbon, he concluded, "you can count on simple and predictable urban planning rules".

From March 3 to 5, the 13th Lisbon Urban Rehabilitation Week, supported by Lisbon City Council, addressed, among other topics, the "new urban licensing rules and the impact on the construction and real estate sector: shorter deadlines, less bureaucracy and greater simplification."
