Lisbon's good transparency practices at international summit
At the summit, the municipality of Lisbon was represented by Cecília Moreira, who took part in the High-Level Roundtable on"Promoting global action against corruption and illicit finance", where the importance of open government to strengthen international cooperation and fight corruption was highlighted.
The municipality, which joined OGP Local in April 2024, was also recognized for its commitment to evaluating the implementation of the Law on Access to Administrative Documents as part of the Open Gov Challenge.
According to Cecília Moreira, CML has been implementing a series of structural reforms to prevent corruption, including the creation of a Code of Ethics, a Risk Prevention Plan, a Whistleblowing Channel and a training program for around 3,000 employees, managers and elected officials.
Also highlighted was the Local Transparency and Corruption Prevention Strategy 2022-2026, which strengthens risk prevention mechanisms, and the requirement for declarations of no conflicts of interest in public procurement, recruitment and licensing processes, among other ongoing measures.
For the Lisbon representative at the conference, these measures, supported by a digital and centralized model, "will strengthen financial supervision, promote transparency and respond effectively to emerging challenges".
