New rules on the sale of drinks for street consumption

Lisbon City Council has approved a ban on the sale of drinks for consumption on the street: from Sunday to Thursday, between 11pm and 8am the following day, and on Fridays, Saturdays and public holiday eves, between midnight and 8am the following day. The preventative measure is aimed at "avoiding the continuation and worsening of a problem that impinges on public well-being and tranquillity".


The proposal, approved today, aims to limit the excessive noise associated with drinking in the street, "as demonstrated by the various complaints lodged by residents, Parish Councils and Residents' Associations with the City Council, Municipal Police and Public Security Police".

The protection of public health, rest and people's quality of life "must take precedence over the economic exploitation of commercial establishments, particularly when there is unregulated operation by some operators in disregard of the applicable rules", the document stresses.

"The sale of alcoholic beverages in establishments that don't have this purpose, at all hours of the day, is unacceptable. That's why we're going to change the rules," says Carlos Moedas.

The restriction applies to the sale of alcoholic beverages for consumption outside commercial establishments, as provided for in Groups I, II, III, IV, V and VI of the Regulation on the Opening Hours of Establishments in Lisbon, throughout the city. According to the proposal, there will be exceptions for:

  • consumption inside and/or on the seats of terraces licensed for the purpose, and only during opening hours;
  • sales with home delivery;
  • during the Lisbon Festivities.

The measure, "simple and balanced", aims to ensure that the city remains "dynamic and lively, but also comfortable for those who live here", says Carlos Moedas.
