Tax exemption for stores affected by works on Rua Ferreira Borges

The exemption from public space occupation and advertising fees for traders affected by the works will be applied by the Lisbon City Council (CML) and the Campo de Ourique Parish Council between January 1, 2026 and August 31, 2027.


According to the proposal, unanimously approved today by the municipal executive, the measure aims to "support the commercial fabric" in order to mitigate the impact on the economic activity of the establishments affected by the requalification of this street.

The General Regulation of Fees, Prices and Other Revenues of the Municipality of Lisbon provides for the reduction, exemption or temporary suspension of fees, while infrastructure works are being carried out on the road network or others, by direct intervention of the municipality, which cause changes in economic activities.

The financial impact of this exemption, estimates the proposal, will be more than 131,000 euros: 14,358.95 € in lost revenue over 20 months for the municipality, and 116,747.51 € for the parish council.

CML will also grant financial support to the Campo de Ourique Parish Council in the amount of €58,373.75 - (50% of the expected loss of revenue) - in return for the loss of revenue for the months of January 2026 to August 2027, resulting from this exemption.

The work on Rua Ferreira Borges - which has around 80 stores and an estimated 6,000 cars a day - includes the removal of the streetcar line, upgrading the road, sidewalks and sidewalks, accessible crosswalks, and upgrading the tree trunks and sewage system.

Intelligent traffic lights will also be installed, and measures will be adopted to prevent undue stopping during loading and unloading, ensuring more rest areas and less noise, and encouraging contact between residents and traders.

The proposal will now be submitted to the Lisbon Municipal Assembly for approval.
