1st Housing Cooperatives

A new way of living in Lisbon that takes advantage of small plots of municipal land for non-profit housing built on a small scale in close proximity, making the city more inclusive and sustainable.

The production of affordable housing, through the transfer of municipal property under the legal framework of surface rights to housing cooperatives, is a solution that allows us to pursue the objective of broadening and accelerating the supply of affordable housing based on public property and support. Empty plots of municipal land with small-scale housing potential have already been identified and are suitable for this non-profit housing program. The plots are mapped on the Lisbon Municipal Housing Charter, and some already have architectural projects underway.
