Requalification proposal

The proposed redevelopment of the Almirante Reis axis presents a new layout that meets the wishes and concerns expressed by the public in the 1st Public Participation Phase and the strategy resulting from the Technical Report prepared by the Lisbon City Council services.

Five traffic calming areas will be created along the entire axis.

These areas constitute important pedestrian crossing zones and are home to socially relevant facilities in their immediate vicinity, establishing new microcentralities that set a new spatial rhythm along the avenue.

Pedestrian areas will be extended and a continuous structure of trees and shrubs will be planted along Almirante Reis.

Around 370 trees will be planted, a 25% increase on the current number.

The planting of trees in the pedestrian zones will promote a natural shaded environment, especially in an area where the heat island is accentuated compared to the surrounding areas. This shade will accommodate seating areas and terraces. it should be noted that the current profile has practically no trees on the sidewalks due to the complex network of underground infrastructures.

The new tree alignments will include part of the linden trees transplanted from the central separator, as well as new flowering trees (Pereiras de Jardim and Olaias), which will create variation along the axis, contributing to the identification of the various blocks, in contrast to the current alignment almost exclusively of linden trees.

The central divider will be removed along the entire axis to accommodate the various modes of transport - road, cycle and pedestrian. This measure will allow emergency vehicles to overtake more fluidly

In order to be able to place more trees, create more green areas and more pedestrian space, the 170 parking spaces on the axis will be transferred to the existing parking lots along the axis.

The priced parking removed from the axis will be installed in the existing parking lots in the area and in new priced parking areas created on the surrounding public roads.

In total, 275 parking spaces will be created in the surrounding area, in parking lots and on the surrounding public roads.

The proposal thus offers an additional 105 parking spaces to holders of resident/commercial parking permits.

The 180 parking spaces dedicated to loading and unloading, restricted mobility, private parking, picking up and dropping off passengers, motorcycles, bicycles and hot spots will remain on the axis. An additional 6 bicycle parking spaces will be made available.

Security

For the entire Almirante Reis axis, it is proposed to replace the street lamps with a road lighting system suspended from steel cables fixed to the poles. Pedestrian luminaires will also be placed on these poles, oriented towards the sidewalks and the cycle path, considerably increasing safety for the various modes: road, pedestrian and cycle.

Heat island

The proposed redevelopment of the axis includes measures to reduce the heat island, either by introducing new planted areas and a greater number of trees, or by substantially reducing the areas covered in bituminous, which is responsible for heat radiation. This issue is particularly sensitive here due to the north-south exposure of the Almirante Reis axis. In all sections, the roads dedicated to public transport are paved with mixed limestone and granite cubes. This measure extends to the calming areas (beginning of Rua da Palma, Chafariz do Intendente, Igreja dos Anjos, Praça do Chile and Alameda Afonso Henriques), where the paving covers the entire width of the axis. The bituminous to be used will have a high degree of permeability and a drainage box that will allow water to be retained, cooling the surface in warmer periods.

Accessibility

Universal accessibility is guaranteed along the entire axis. A comfort lane will be integrated next to the façades and on the two sidewalks. The number of crosswalks will be increased, promoting more frequent crossing of the avenue.

Permeability

The creation of large areas of shrub beds and tree troughs, without protruding from the surrounding sidewalk, will increase permeability and rainwater infiltration areas.

Biodiversity

The planting of new trees of diverse species and native shrubs, as well as the significant increase in living soil, will also contribute to enriching biodiversity in the area.
Of the approximately 295 linden trees to be removed from the central median, a large percentage are expected to be transplanted to various areas in the vicinity. Whenever it is possible to make them compatible with the work, they will be planted on the side walks of the new Almirante Rei road and surrounding areas. The rest will be planted on the east side of Alameda Afonso Henriques, giving rise to the new Parque das Tílias, in an area with great sun exposure; and in other areas of the city such as Bairro Padre Cruz, Rio Seco and Bairro da Boa Vista.

The re-profiling of the AAR will create 105 more parking spaces in the area.

There will be 200 parking spaces along the AAR and parking will be reorganized in adjacent streets (Rua Carlos Mardel, Rua José Falcão Poente, Rua Eduardo Brasão and Av. Pascoal de Melo nascente) with an increase of 75 spaces.

The 200 parking spaces will be made available

  • to holders of a resident/business card
  • in parks distributed along the avenue
  • free of charge
  • on a first-come, first-served basis

180 parking spaces will remain for the following purposes:

  • private | 33
  • loading and unloading | 60
  • picking up and dropping off passengers | 23
  • disabled mobility | 12
  • motorcycles | 10
  • bicycles and hot spots | 16
  • Others | 26

The 60 loading and unloading spaces will be available for residents to park at night and to support restaurants

Those who frequent local shops can benefit from 1 hour of free parking in one of these parks

A further 6 bicycle parking spaces will be available

Frequently asked questions

The number of parking spaces available for residents/shoppers will increase by around 60%.

A total of 200 parking spaces will be made available for resident/shopper permit holders along the axis and there will be an additional 75 spaces in adjacent streets (Rua Carlos Mardel + 37 spaces | Rua José Falcão Poente + 5 spaces | Rua Eduardo Brasão +23 spaces | Av. Pascoal de Melo nascente + 10 spaces).

In addition, the 60 loading and unloading spaces will be available for residents to park at night and to support restaurants.

Parking spaces will be available in existing lots, in lots to be built in the next few years and in 4 adjacent streets (Rua Carlos Mardel, Rua José Falcão Poente, Rua Eduardo Brasão and Av. Pascoal de Melo nascente).

The number of spaces to be made available in each park will be defined when the work begins, according to the distribution of the resident/commercial badges that exist at the time.

The operational details for using the parks will be announced when the contract is awarded.
