According to the Preliminary Program, the intervention's main objective is to choose an urban design solution for the public space of the square and surrounding areas, in accordance with the needs demonstrated by the population during the Public Participation process.

These needs are crowned by the desire for a green space that guarantees multicultural "cohabitation". The aim is to create a public green space that is "inhabited" all year round.

a Garden of the World that provides a common ground for all cultures, as it does today, and that responds to the population's need to stay, play and meet.

This tender was advertised by means of Procedure Notice no. 3325/2023, sent for publication on March 3, 2023, and published in issue no . 46 of the Diário da República - II Série, of March 6, 2023, and Design Tender Notice no. 2023/S 048-141068, published in the Supplement to the Official Journal of the European Union, and the respective documents were made available on the electronic public procurement platform AcinGov and on the websites of the Lisbon City Council and the Lisbon and Tagus Valley Regional Section of the Portuguese Architects' Association.

On the basis of the results contained in the ordered list, the Jury proposes to the executive of Lisbon City Council the selection of the Design Work identified by number 11 for the development of a direct award procedure, to the respective competitor, to be carried out under Article 27(1)(g) of the Public Contracts Code, with a view to concluding a contract for the provision of services for the preparation of the Martim Moniz Square Requalification project in Lisbon.
